*****ANNUAL SHUT DOWN OF KATY HUB*****

Dear Customer,

Enstor Operating Company, LLC, on behalf of Enstor Katy Storage and Transportation, L.P.

(“KST”), hereby provides notice of the annual shutdown of the Katy Hub. The shutdown is scheduled to commence at 9:00 a.m. on Tuesday, November 27, 2018 and is expected to end at 9:00 a.m. Saturday, December 1, 2018. A full shutdown of the facility will be required during this time period. No gas will flow and no nominations will be accepted. Set forth below is Section 21.2 of the Statement of Operating Conditions of KST, as on file with the Federal Energy Regulatory Commission, which provides for an annual shutdown.

21.2 Katy shall have the right to interrupt the flow of natural gas when necessary, including, but not limited to, at least once annually, to test, alter, modify, enlarge or repair any facility or property comprising a part of, or appurtenant to, the Katy Storage Facility, or otherwise related to the operation thereof. Katy shall endeavor to cause a minimum of inconvenience to Customer and, except in cases of emergency, shall give Customer advance notice of its intention to so interrupt the flow of gas and of the expected magnitude of such interruptions.
